You can also check directly with the hotel via their website or by giving them a call.

No. If a room is specified as non-smoking, usually this includes vaping.
Can I Smoke on the Balcony of a Non-Smoking Hotel Room?
It's unlikely. Most hotels won't allow smoking on the balcony of a non-smoking room as smoke can still enter the room or the room of nearby guests.
